Technical standard for setting monitoring points of exhaust gas from fixed pollution sources

1 Scale

This standard specifies the technical requirements for the setting of waste gas technology monitoring points of fixed pollution sources, the setting of monitoring point signboards and the treatment of monitoring points.

This standard is applicable to the standardized renovation and treatment of existing waste gas monitoring points of fixed pollution sources in Shandong Province, as well as the standardized setting and treatment of waste gas monitoring points of fixed pollution sources in new construction, reconstruction and expansion projects.

3 Terms and definitions

The following terms and definitions defined in GB/T 3608 and GB 4053.3 are applicable to this document.

3.1 Monitoring sites refer to the monitoring or sampling positions and supporting equipment set for the exhaust gas monitoring operation of the fixed pollution source. It includes monitoring section, monitoring hole, monitoring platform, and assurance and auxiliary equipment leading to the monitoring platform.

3.2 Manual monitoring refers to the process of on-site monitoring of samples with portable monitoring equipment at monitoring points, or collection of samples with sampling equipment, and analysis and processing of collected samples with analytical instruments in the laboratory.

3.4 Monitoring ports are the holes opened on the flue of the waste gas monitoring section for monitoring or collecting waste gas samples.

3.6 Monitoring ladder The permanent equipment of monitoring ladder is on the building or equipment, which is a steel vertical ladder, steel inclined ladder, rotary ladder or elevator set for personnel to access the monitoring platform.

4 Technical Requirements for Monitoring Point Setting

4.1 Requirements for monitoring section and monitoring hole

4.1.1 The monitoring section shall be set on the regular round or rectangular flue, which shall be convenient for the inspection personnel to turn over the monitoring operation, and shall avoid the place where the operation of the inspection personnel is at risk.

4.1.2 For the flue transporting high-temperature or toxic and harmful gases, the monitoring section shall be set at the negative pressure section of the flue; If the negative pressure section of the VOCs online monitoring system is not satisfied with the setting requirements, a sealing monitoring hole with a gate valve should be set in the positive pressure section (see Figure 1).

4.1.3 For particulate pollutants, the monitoring section shall be set in the vertical pipe section preferentially, avoiding the flue elbow and the position where the section changes sharply, and shall be set at the position not less than 4 times the diameter (or equivalent diameter) from the downstream direction of elbow, valve and reducer and not less than 2 times the diameter (or equivalent diameter) from the upstream direction of the above components. For rectangular flue, its equivalent diameter D=2AB/(A+B), where A and B are side lengths.

4.1.4 The setting of new pollution source monitoring section shall meet the requirements of 4.1.3. When the setting of the existing pollution source monitoring section cannot meet the requirements of 4.1.3, the section with the length of the straight pipe section in front of the monitoring section greater than the length of the straight pipe section behind the monitoring section shall be selected, and corresponding measures shall be taken to ensure that the waste gas at the monitoring section is relatively evenly distributed. The determination of exhaust gas dispersion uniformity shall be performed according to the rules in 7.1.2.3 of HJ 75.

4.1.5 For gaseous pollutants, the setting of monitoring sections may not be subject to the above rules. If the exhaust flow is measured together, the monitoring section shall be set according to the requirements of 4.1.3 and 4.1.4.

4.1.6 The monitoring hole shall be set on the selected monitoring section, and the inner diameter of the monitoring hole shall be ≥ 90 mm. The monitoring hole shall be closed with a cover plate or pipe cap when not in use, and shall be easily opened when in use.

4.1.7 For circular flue with flue diameter ≤ 1 m, a monitoring hole shall be set; For circular flue with a diameter greater than 1 m but not greater than 4 m, two mutually perpendicular monitoring holes shall be set; For circular flue with flue diameter > 4 m, 4 mutually perpendicular monitoring holes shall be set (see Figure 2).

4.1.8 The rectangular flue shall be distinguished according to the area of the monitoring section, and the number of monitoring holes shall be recognized by the measuring points (see Table 1). The monitoring holes shall be set on the center line of small pieces of equal area of the side flue (see Figure 3).

4.2 Monitoring platform requirements

4.2.1 Protection requirements

4.2.1.1 Protective railings (see Figure 4) shall be set at all the turned over edges of the monitoring platform and channel 0.5 m above the falling height datum plane, and the height of the protective railings shall be ≥ 1.2 m.

4.2.1.2 The protective railings of the monitoring platform shall be provided with skirting boards, which shall be no less than 100 mm × The height of the top of 2mm steel plate above the platform shall be ≥ 100mm, and the distance from the bottom to the platform shall be ≤ 10mm.

4.2.1.3 The design load and manufacturing equipment of protective railings shall meet the requirements of GB 4053.3.

4.2.2 Structural requirements

4.2.2.1 The monitoring platform shall be set 1.2 m~1.3 m directly below the monitoring hole, which shall be permanent, safe and convenient for monitoring and sampling.

4.2.2.2 The space around the monitoring platform shall ensure that the inspectors can operate the monitoring equipment or sampling equipment normally and conveniently.

4.2.2.3 The operable area of the monitoring platform shall be ≥ 2 m2, the length of one side shall be ≥ 1.2 m, and shall not be less than 1/3 of the diameter (or equivalent diameter) of the monitoring section. If there are multiple monitoring holes in the monitoring section and they are placed horizontally, the monitoring platform area shall include all monitoring holes; If there are multiple monitoring holes in the monitoring section and they are placed vertically, a multi-layer monitoring platform should be set. The width of the passage to the monitoring platform shall be ≥ 0.9m.

4.2.2.4 The monitoring platform floor shall be paved with striped steel plate or steel mesh with a thickness of ≥ 4 mm (hole diameter less than 10 mm × 20 mm), the load of monitoring platform and channel shall be ≥ 3 kN/m2.

4.2.2.5 The manufacturing equipment of monitoring platform and channel shall meet the requirements of GB 4053.3.

4.2.3 Other requirements

4.2.3.1 The monitoring platform shall be equipped with 220V low-voltage distribution box, leakage protector, at least two 16 A sockets and two 10 A sockets to ensure the power required by the monitoring equipment. Provide night lighting.

4.2.3.2 If there are risk sources of human body mechanical injury, burning, corrosion, electric shock, etc. near the monitoring platform, protective equipment shall be set at the corresponding position of the monitoring platform. When there is a danger of falling objects above the monitoring platform, protective equipment shall be set at a height of 3m above the monitoring platform. The design and manufacture of protective equipment shall conform to the requirements of GB/T 8196.

4.2.3.3 Monitoring points that discharge highly toxic and carcinogenic substances and substances seriously harmful to human body shall be equipped with corresponding safety protection equipment.

4.3 Requirements for monitoring ladder

4.3.1 Safe passage shall be ensured between the monitoring platform and the ground, and safety measures shall be set to directly reach the monitoring platform. The fixed steel ladder or rotary ladder shall be set to reach the monitoring platform, which shall meet the requirements of GB 4053.1 and GB 4053.2.

4.3.2 When the distance between the monitoring platform and the falling height datum plane exceeds 2 m, vertical ladders shall not be used to access the monitoring platform, but fixed steel inclined ladders, rotary ladders or elevators shall be used to reach the monitoring platform. The barrier free width of the ladder shall be ≥ 0.9 m, and the inclination of the ladder shall not exceed 45 degrees. The larger vertical height of each section of inclined ladder or turn ladder shall not exceed 5 m, otherwise a buffer platform shall be set, and the technical requirements of the buffer platform are the same as those of the monitoring platform (see Figure 5).

4.3.3 The height from the monitoring platform to the ground shall be ≥ 20 m, and the monitoring point at the outlet of the active monitoring equipment shall be set with a fixed elevator leading to the monitoring platform according to the relevant processing rules.

5 Setting of monitoring point signboard

5.1 Monitoring point signs shall be set at monitoring points, which are divided into advisory signs and warning signs. The signboard shall include basic information of monitoring points. Informative signboards are used to provide people with certain environmental information, and warning signboards are also used to remind people that pollutant emissions may cause harm.

5.2 The technical specifications and information content of the monitoring point sign shall comply with the rules in Appendix A, and the point number shall comply with the rules in Appendix B.

5.3 Warning signs shall be set at monitoring points of general pollutants. Warning signs shall be set at monitoring points that discharge highly toxic and carcinogenic substances and substances that are seriously hazardous to human body.

5.4 The signboard shall be set at the eye-catching place near the pollutant monitoring section and can be kept for a long time.

5.5 The pollutant discharging unit can set up vertical or plane fixed signboards according to the status of monitoring points.

5.6 The lower right corner of the signboard shall be provided with a two-dimensional code that is integrated with the signboard picture and conforms to the technical requirements of Shandong Province for sewage outfall informatization and networking processing. The technical requirements for two-dimensional code coding shall conform to the rules of GB/T 18284. When the monitoring point information changes, the QR code shall be replaced in time.

5.7 The two-dimensional code information of the monitoring point shall include the name, address, enterprise legal person, contact telephone number, nature and quantity of the monitoring outlet, point code, geographic location information of the monitoring point, type of primary pollutant discharged, equipment commissioning time and other relevant materials.

6 Processing of monitoring points

6.1 The pollutant discharging unit shall establish a monitoring point file, which shall include not only the information contained in the two-dimensional code of the monitoring point, but also the processing records of the monitoring point, including whether the signs of the signboard are clear and intact, whether the monitoring platform, monitoring ladder, monitoring hole, active monitoring equipment, etc. can work normally, and whether the exhaust funnel has air leakage, damage, etc.

6.2 The relevant buildings and equipment at the monitoring points are part of the environmental protection equipment. The pollutant discharge unit shall formulate corresponding treatment methods and rules and regulations, appoint full-time personnel to deal with the monitoring points, protect the monitoring points against rust and corrosion on time, ensure normal and safe use, keep relevant treatment records, and cooperate with inspectors to open the monitoring operation.

6.3 When the monitoring point information changes, the pollutant discharge unit shall replace the corresponding contents of the signboard in time.
