Work plan for tackling key problems

This plan is formulated in order to follow the Implementation Opinions of the CPC Henan Provincial Committee and the People's Government of Henan Province on Comprehensively Strengthening Ecological Environment Protection and Firmly Striving for the Battle of Pollution Prevention and Control (YF [2018] No. 19) and the Three Year Action Plan for the Battle of Pollution Prevention and Control in Henan Province (2018-2020), effectively fight the battle of industrial pollution prevention and control, accelerate the adjustment of industrial structure, promote the transformation of industrial greening, and complete the high-quality development.

1、 General requirements

(1) Coaching ideas.   We will work hard to reduce overcapacity and inefficient production capacity, promote intelligent and green transformation, carry out advanced manufacturing, promote the transformation of kinetic energy, accelerate the formation of an efficient, clean, low-carbon and circular green manufacturing system, and complete the consistency between economic development and ecological civilization construction.

(2) General policy. By the end of 2020, the energy consumption per unit of industrial added value of enterprises above the planning level in the province will have dropped by more than 23% compared with 2015, the water consumption per unit of industrial added value will have dropped by more than 25% compared with 2015, and the total emission of VOCs (volatile organic compounds) will have dropped by more than 10% compared with 2015. The concept of green industrial development will be generally implemented, the total emission of pollutants will be significantly reduced, the key occupational clean production will be fully implemented, and the green and intelligent transformation of industrial enterprises will have made great progress, The industrial green manufacturing system began to form.

2、 Adjust and optimize industrial layout

(1) Optimize the industrial layout.

1. Moment node: adjust and optimize the industrial layout, planning and structure that do not conform to the function orientation of ecological environment before the end of 2020.

2. Main tasks:

(1) We will strictly implement the "double control" of total power consumption and intensity, the policy and task of coal consumption reduction, and the total control requirements of pollutant emissions. We will strengthen the environmental impact assessment of planning for key areas, key river basins, key occupations, and industrial layout, adjust and optimize the industrial layout, planning, and structure that do not meet the functional orientation of the ecological environment, and strictly control environmental risk projects in key river basins and key regions.

(2) Strengthen the renovation of industrial clusters, economic and technological development zones, high-tech industrial development zones, industrial parks, etc., and carry out qualified transformation within the time limit, and orderly exit the enterprises that are in conflict with the leading industries.

(3) Revise the directory of Henan Province accepting industrial handling guidance, and shall not accept excess capacity and backward capacity that do not conform to environmental protection policies and industrial policies.

3. Responsible unit: the Provincial Development and Reform Commission takes the lead, and the Provincial Department of Industry and Information Technology and the Department of Ecological Environment cooperate to perform.

(2) We will deepen the relocation and transformation of enterprises producing risky chemicals and heavily polluting enterprises in densely populated urban areas.

1. Moment node: by the end of 2020, the relocation and transformation of small and medium-sized enterprises producing risky chemicals and large enterprises with serious potential risks will be completed. By the end of 2022, the heavy polluting enterprises in urban built-up areas shall be classified to complete the tasks of on-site reconstruction, returning to the city and entering the park or closing down and exiting.

2. Main tasks:

(1) We will guide cities under provincial jurisdiction and counties (cities) directly under provincial administration to deepen the relocation and transformation of enterprises producing risky chemicals in densely populated urban areas according to the overall layout of the State Council and provincial government, and implement the classification of "one enterprise, one policy and one file". Implement skill transformation for enterprises that have been transformed locally to comprehensively improve the level of safety and environmental protection; For enterprises moving from other places, they will gradually move into the provincial industrial cluster that touches the chemical industry, and actively support enterprises to move outside the province; For the closed enterprises, the industrial water, electricity and materials and products shall be cut off before the end of 2018, and the production equipment shall be removed and the soil shall be repaired before the end of 2020.

(2) Deepen the promotion of relocation and transformation of heavily polluting industrial enterprises in urban built-up areas. By the end of 2018, the governments of cities under provincial jurisdiction and counties (cities) directly under provincial jurisdiction should, in accordance with the urban function zoning and in combination with the adjustment of urban planning, draw up plans for benchmarking, closure, transformation and relocation of heavily polluting enterprises in built-up areas and make them public, and stop production of enterprises that fail to comply with the plans. The VOCs online monitoring system should strengthen policy support and guidance for the relocation and transformation of heavily polluting industrial enterprises in urban built-up areas, give play to the role of enterprises as the main body, classify them step by step, make clear planning, timing and methods, and actively and orderly promote.

3. Responsible units: led by the Provincial Department of Industry and Information Technology, the Provincial Reform Commission, the Department of Ecological Environment, the Department of Emergency Management, the Department of Housing and Urban Rural Construction, the Department of Natural Resources, and the State owned Assets Supervision and Administration Commission of the provincial government.

(3) Vigorously promote the adjustment of key career layout.

1. Moment node: the key points of the fundamental completion by the end of 2020 are the planning of professional enterprises, industrial clustering and large-scale equipment.

2. Main tasks:

(1) Support cities under provincial jurisdiction and counties (cities) directly under provincial jurisdiction to deepen the analysis of industrial status, scientifically identify leading industries in accordance with the principle of "doing something and not doing something", implement the merger and reorganization of traditional industries, retreat from cities to parks and optimize the layout, change the situation of "small, scattered and disordered", and accelerate the planning, industrial clustering and large-scale equipment of enterprises.

(2) Encourage the iron and steel enterprises to actively participate in the cross regional and cross ownership merger and reorganization of the national iron and steel industry. The iron and steel enterprises in key regional cities should adopt the methods of complete closure, transformation, upgrading, and relocation outside the province to promote the transformation. The province will integrate and build two large iron and steel joint enterprises, and develop a number of "specialized, refined, and special" iron and steel enterprises with moderate planning.

(3) Relying on Luoyang, Gongyi, Changge and other aluminum processing industry clusters, we will vigorously carry out aluminum intensive processing and recycling, and build an influential aluminum processing industry cluster of 100 billion level.

(4) With Henan Power Chemical Industry Group as the main body, build four domestic first-class modern coal chemical bases in Puyang, Hebi, Yongcheng and Yima; With the main enterprise of synthetic ammonia as the main body, we will build four benchmark enterprises, namely Henan Jinkai Chemical, Haohua Junhua, Xinlianxin Chemical, and Jinshan Chemical, which are dominated by fine chemical products with multi co production.

3、 Increase efforts to reduce excess and backward capacity

(1) Strict occupational access.

1. Moment node: by the end of 2020, the provincial standards should stop the new construction and expansion of overcapacity industrial projects that simply increase capacity, and stop the new construction of chemical parks.

2. Main tasks:

(1) All cities under the jurisdiction of provinces and counties (cities) directly under the jurisdiction of provinces should strengthen regional and planned environmental impact assessment, complete the preparation of "three lines and one order" (ecological protection red line, environmental quality bottom line, resource utilization online and environmental access list) as required, and clear the list of occupations, equipment, processes and industries that are prohibited and restricted.

(2) According to the provincial guidelines, the new construction and expansion of traditional industrial projects with overcapacity, such as steel, electrolytic aluminum, cement, glass, traditional coal chemical industry (methanol, synthetic ammonia), coking, casting, and carbon for aluminum, and the new construction and expansion of projects and enterprises using coal as fuel in industries such as refractories and ceramics, are prohibited.

(3) New chemical parks are prohibited in the whole province, and new chemical enterprises outside the parks are not approved. Enterprises with imperfect environmental infrastructure or long-term unstable operation in the parks are not approved for new reconstruction and expansion of chemical projects.

(4) For steel, cement, electrolytic aluminum, glass and other professions, the provincial capacity replacement will no longer be implemented, and large-scale replacement can be implemented for the internal transformation and upgrading of backbone enterprises as required.

3. Responsible units: led by the Provincial Reform Commission and the Department of Ecological Environment, and implemented by the Provincial Department of Industry and Information Technology.

(2) We will step up efforts to reduce production capacity.

1. Time node: comprehensively screen out backward production capacity and unqualified enterprises that fail to meet the standard before the end of 2020.

2. Main tasks:

(1) We will draw up stricter comprehensive regulations on environmental protection, energy consumption, quality, safety, and skills in accordance with the law, and comprehensively screen out backward production capacity and unqualified enterprises that fail to meet the regulations.

(2) Select the steel production capacity that has not completed the ultra-low emission transformation on time, and strictly prevent the resurgence of "ground bar steel".

(3) We will intensify the screening of independent coking enterprises, screen coke ovens with a carbonization chamber height of 4.3 meters and below in the provincial plan, implement the key area of air pollution prevention and control "coke determination with steel", and strive to achieve a ratio of coking capacity to steel capacity of about 0.4 by the end of 2020.

(4) Exit the electrolytic aluminum production capacity in the central urban area, and screen the planned production capacity of single plant below 200000 tons/year.

(5) Select the independent carbon enterprises that do not meet the environmental protection and safety requirements, and exit the independent carbon enterprises for aluminum that are less than 100000 tons/year.

(6) Screen the fixed bed intermittent coal gasifier and exit the synthetic ammonia production capacity of a single unit below 300,000 tons/year.

(7) Select the general cement clinker production line of 2000t/d and below, and equip the cement grinding equipment with a diameter of 3m and below.

(8) Carry out occupational qualification rectification for high emissions such as brown corundum, ceramics, refractories, brick and tile kilns, and casting. For enterprises that cannot meet relevant specifications and have no hope of transformation and promotion, stop production, limit production, and shut down and exit according to laws and regulations.

3. Responsible units: Provincial Department of Industry and Information Technology, Development and Reform Commission and Department of Ecological Environment shall perform their duties separately.

(3) We will strengthen the comprehensive control of "scattered pollution" enterprises.

1. Moment node: completely renovate "scattered pollution" enterprises by the end of 2020.

2. Main tasks:

(1) Comply with the national regulation on the treatment of "scattered pollution" enterprises and clusters, continue to carry out the dynamic zeroing of "scattered pollution" enterprises in accordance with the law and regulations, and carry out classified treatment by means of closure and cancellation, integrated relocation, rectification and progress.

(2) Support the implementation of upgrading and transformation of "scattered pollution" industrial enterprises listed in the integrated relocation, rectification and progress plan, and resolutely close down the pollution enterprises that are out of use, have incomplete industrial and commercial procedures and are difficult to pass the transformation; Enterprises that can be transformed within the time limit shall be shut down according to law.

(3) Establish a provincial, municipal, county and township four level linkage supervision mechanism, strengthen environmental supervision and inspection, implement grid screening and inventory, ledger and grid management, and resolutely eliminate the construction of "scattered pollution" enterprise projects and the removal of "scattered pollution" enterprises to villages, which have been canceled.

3. Responsible unit: The Provincial Department of Ecology and Environment takes the lead, and the Provincial Reform Commission, the Department of Natural Resources, the Department of Shopping Mall Supervision and Administration, and the Department of Industry and Information Technology cooperate to perform.

(4) Implement peak shift production of industrial enterprises.

1. Moment node: By the end of 2020, we will continue to deepen differentiated peak production and stop "one size fits all".

2. Main tasks:

(1) Fully implement the Green Environmental Protection Dispatching Guidelines of Henan Province (Trial), increase the production regulation of industrial enterprises in autumn and winter with ultra-low CEMS system, strengthen the supervision and inspection of peak shift production, and prevent the implementation of peak shift production in a "one size fits all" manner. For enterprises rated as green environmental protection leading enterprises, staggered peak production will not be implemented in the guidelines.

(2) All cities under the jurisdiction of provinces and counties (cities) directly under the jurisdiction of provinces shall, in combination with the local industrial structure and enterprise pollution emission performance, implement differentiated peak shift production for high emission occupations such as steel, building materials, casting, nonferrous metals, and chemical industry. The peak shift production plan shall be detailed to the enterprise production line, process, and equipment, and shall be noted on the pollution discharge permit. For enterprises that fall within the restricted category of the Catalogue of Guidance on Industrial Restructuring, the proportion of peak shift production restriction shall be improved or production suspension shall be implemented.

3. Responsible units: Provincial Department of Industry and Information Technology and Department of Ecological Environment shall perform their duties separately.

4、 Strengthen industrial energy conservation and emission reduction

(1) We will reduce the amount of coal produced by industrial enterprises and replace it.

1. Time node: By the end of 2020, the total coal consumption of the province will be reduced by about 15% compared with that of 2015.

2. Main tasks:

(1) We will coordinate the short-term and long-term policies for reducing coal consumption, focus on reducing the inefficient production capacity of coke, steel, nonferrous metals, chemicals, building materials and other professions, and significantly reduce coal consumption.

(2) Strictly implement the Measures for the Administration of Coal Consumption Substitution in Coal Consuming Projects in Henan Province (Interim), and all new, reconstructed and expanded coal consuming projects will be reduced or replaced by the same amount of coal. The key cities will be replaced by 1.5 times reduction, and the cities under the province and counties (cities) directly under the province that ranked the last three in terms of air quality will be replaced by 2 times reduction. For cities under the jurisdiction of provinces and counties (cities) directly under the jurisdiction of provinces that have not completed the coal consumption reduction policy of the previous year, the regional approval of coal consumption projects shall be restricted.

(3) The energy consumption per unit product (output value) of new high energy consumption projects has reached the international advanced level.

(2) Carry out special actions on the management of industrial kilns.

1. Moment node: by the end of 2020, the coal-fired hot air stove will be completely abolished, and the coal-fired heating and drying stoves (kilns) within the coverage plan of the cogeneration heating network will be fundamentally selected; Select fuel gas generator with furnace diameter less than 3m.

2. Main tasks:

(1) Draw up an implementation plan for comprehensive renovation of industrial kilns, carry out a dragnet inspection, and establish a management list of various industrial kilns.

(2) In accordance with the specification of "main body displacement, disconnection, fuel removal and never reuse", industrial kilns that do not conform to the rules shall be screened on time and according to the requirements.

(3) All industrial furnaces and kilns that cannot be discharged in accordance with the standards shall be shut down according to the law. Encourage industrial kilns to use clean power such as electricity and natural gas or heat from surrounding thermal power plants.

3. Responsible unit: The Provincial Department of Ecological Environment takes the lead, and the Provincial Reform Commission, the Department of Industry and Information Technology, and the Department of Shopping Mall Supervision and Administration cooperate to perform.

(3) Implement the special action of in-depth management of key enterprises.

1. Moment node: by the end of 2019, the province's steel, aluminum carbon, cement, glass, coking and electrolytic aluminum industries strive to complete ultra-low emission transformation.

2. Main tasks:

(1) We will intensify the implementation of ultra-low emission transformation for steel, aluminum carbon, cement, glass, coking, electrolytic aluminum and other professions, and fully implement the special emission limits for air pollutants for key occupational sulfur dioxide, nitrogen oxides, particulate matter and VOCs.

(2) Complete the management of unplanned emission of steel, building materials, nonferrous metals, coking, casting and other professions, and boiler material transportation, production process, storage yard, and establish management accounts; The closed storage of powdery and granular materials and fuels that are easy to produce dust shall be completed, and the yards that fail to meet the requirements shall be punished according to laws and regulations, and the use shall be stopped.

(3) We will carry out the management of the pollution of the unplanned waste gas containing heavy metals from professional enterprises such as non-ferrous metal smelting, regenerated lead, and lead-acid batteries to ensure the continuous, stable and qualified discharge of heavy metal pollutants in the waste gas.

3. Responsible unit: The Provincial Department of Ecology and Environment takes the lead, and the Provincial Reform Commission and the Department of Industry and Information Technology cooperate to perform.

(4) Implement special rectification of VOCs.

1. Moment node: By the end of 2020, the total VOCs emissions will be reduced by more than 10% compared with 2015, and the VOCs management of pharmaceutical, pesticide, coal chemical (including modern coal chemical, coking, synthetic ammonia, etc.), rubber products and other chemical enterprises will be completed.

New industrial enterprises involving VOCs emissions should enter the park and implement the equivalent or multiple reduction and replacement of VOCs emissions in the region.

(2) For new, reconstructed and expanded projects involving VOCs emission, waste gas collection shall be strengthened and equipment shall be managed efficiently.

(3) Stop the construction of solvent based coatings, inks, adhesives and other projects that produce and use high VOCs content.

(4) Open air and open spraying operations will be completely canceled, and meeting spraying engineering centers will be built in conditional industrial clusters.

3.
