Shanghai Shidongkou Power Generation Co., Ltd. and Shanghai Shidongkou No. 2 Power Plant are both enterprises jointly built by the central and local governments of China. Shanghai Shidongkou Power Generation Co., Ltd., a modern thermal power plant of more than one million kilowatts built in Shanghai, is also a key construction project of the seventh five-year plan in Chinese Mainland. It was started in 1985 and completed in 1990. The power plant is jointly built by the central and local governments, and four 300000 kilowatt domestic generating units are installed (the model of steam turbine generator unit is N300-165/535/535, and four boilers are made by Shanghai Boiler Factory, which are sub critical, primary rise, tertiary mixing, and intermediate reheat single furnace coal-fired once through boilers. After several transfers, Huaneng International Power Co., Ltd., a subsidiary of China Huaneng Group, acquired all the shares of the plant twice in 2002 and transformed it into Shidongkou Power Plant.

At that time, the Second Power Plant was also started in 1988, and was invested equally by China Huaneng Group and Shenneng Co., Ltd. In 1999, Huaneng announced that it would purchase 49.34% of the assets and interests of Shenneng in Huaneng Shanghai Shidongkou No.2 Power Plant in a lump sum buyout payment of 3.5 billion yuan, and then inject the entire power plant into Huaneng International Power Co., Ltd. Shidongkou No.2 Power Plant is a power plant using supercritical units in Chinese Mainland. It is equipped with two 600000 kilowatt units. The main equipment is imported from Switzerland and the United States. The power plant was built in 1992. It was one of the power plants with advanced equipment, good economic benefits, high operating efficiency and clean environment in China at that time, and became a model for many new power plants since then.

Shanghai Gas Turbine Power Plant is located between Shidongkou Power Plant and No. 2 Power Plant. Three gas steam combined cycle units with a power generation capacity of 350000 kilowatts are installed, using natural gas from the West East Gas Transmission Project as fuel. The power plant was originally the second phase expansion project of the Second Power Plant, which was intended to install coal-fired units. Later, due to the new environmental requirements of the Shanghai Municipal Government, it was changed to a gas turbine unit, which was approved for construction in 2003. However, since then, Huaneng's management has been worried that the higher gas price cost will lead to poor economic benefits of the power plant, so it has not started construction for a long time. However, with the rise of coal price and the implementation of macro-control by the state, Huaneng finally had to re operate the project and officially started construction in 2005.
